Juan Morado Jr. was named General Counsel and Ethics Officer to the Illinois Health Facilities and Services Review Board (HFSRB) in January of 2015. The HFSRB through the Certificate of Need process oversees the comprehensive health planning process of health care facilities, and the orderly and economic development of those facilities in the State of Illinois.
Before re- joining the HFSRB, Juan served in Governor Pat Quinn’s administration from 2013-2015. Juan’s last appointment was as a Deputy Chief of Staff where he served as the Governor’s Senior Advisor on Transportation and Infrastructure Policy. Juan also served as an adviser on economic development and employment issues facing the Latino community in Illinois. Governor Quinn also appointed Juan to the Chicago Metropolitan Agency for Planning Board in 2014.
Juan’s first appointment in Governor Quinn’s administration was as an Associate General Counsel in the Governor’s Office of the General Counsel where he was responsible for overseeing a portfolio of 10 state agency legal teams.
Before joining the Governor’s office, Juan served as an Assistant General Counsel for the HFSRB from 2011-2013. Juan began my legal career as an Assistant Corporation Counsel for the City of Chicago. As an Assistant Corporation Counsel he litigated cases on behalf of the Building and License Enforcement Division.
Juan is a member of the Chicago Bar Association, Berwyn Masonic Lodge, and the SLB Chicago Alumni Association. I serve on the Teatro Vista Honorary board, ASPIRA of Illinois, Inc. board, Auxiliary Board of the National Mexican Fine Arts Museum and is the founder of 30 th Ward United.
